Abstract


Collaboration with street-level bureaucracy actors is an important concept needed to deal with public problems including the Covid-19 problem, whose cases continue to increase in Serang City. The purpose of this study was to determine the collaboration of street-level bureaucracy actors in handling Covid-19 in Serang City. The results showed that the collaboration of street-level bureaucracy actors in handling Covid-19 was not yet effective. This is due to the lack of acceptable access communication channels and the absence of involvement in decision making. In the aspect of trust-building, facilitative local leadership is needed and efforts are needed to form a communication platform. Commitment to street-level bureaucracy is highly dependent on policy certainty, innovation, and social capital. Effective shared understanding requires collaborative initiatives. Even though the intermediate outcome has been achieved, it does not affect the sustainability of collaboration between actors due to weak administrative certainty and inconsistent participation patterns
