Analisis Implementasi Kebijakan Harga Eceran Tertinggi (HET) Minyak Goreng Sawit: Sebuah Studi Kualitatif

Abstract

In order to meet the public's need for palm cooking oil, the government issued a determination of the Highest Retail Price (HET) for all packaging of cooking oil, and the policy will be enforced for six months, apparently within 3 weeks the policy has been revoked. The purpose of this study is to analyze the implementation of this palm cooking oil HET policy which has caused polemics as well as at the stakeholder level and at the society level of the cooking oil and to analyze whether this policy is in accordance with the principles of good public service. The method used in this research is descriptive qualitative in which the results will be presented regarding the implementation of the palm cooking oil HET policy. The data collected in the form of primary data obtained through open interviews with informants and secondary data obtained from various literature sources related to the research topic. The results showed that inconsistent government policies caused several problems for the community who used palm cooking oil as a basic need for businesses and for living. Some of these policies are also not in accordance with the principles of public service. From the results of this research, what is expected by the society is that when the government issues a policy, the policy should be in accordance with good public principles so that an effective and targeted policy does not create confusion or negative possibilities for the public resulting from the policy.
